Nick Tiley talks about his recent work for his constituents and the community

“I was delighted to be elected as Dacorum Borough Councillor for Ashridge Ward three years ago. It may be interesting to tell you some of the issues where I have been able to help residents in the Ward as this may bring to mind things where I could also be of service to you.

I have been able help over 90 individual residents or groups of residents in these three years and by far the greatest proportion of work is related to planning requests, either helping to obtain planning consent or, of course, the opposite, helping to prevent it. The cases are never simple and my role is often to help residents understand the Council's policy and see if changes in objectives can bring about more acceptable outcomes. In over 75% of cases I have been able to be of positive assistance leading to the result a constituent is seeking, but not always. At the end of the day some rules or decisions cannot be changed and policies have to be observed; that is why they are set, for the greater good of the community, which is not always what an individual constituent seeks.

The second most active area of involvement is refuse collection. During the period of 'roll out' of wheelie bins and recycling boxes it is inevitable that some errors happen but in the whole ward (population 2650) perhaps surprisingly only a dozen households have needed help. Most instances have been of failure to deliver one or more bins or failure to collect bins left out correctly for collection.

I have also been able to help seven families with council housing problems, five with highways, four each with licensing and education, three each with environment, council tax and recreation and finally, two with parking.

“I would also like to tell you some of the things I have been involved with which, I hope, have given benefit to the community within Dacorum. For the first two years on the Council I was Vice Chairman of our Economic Prosperity and Community Leadership Overview and Scrutiny Committee. The committee reviewed many of the Council's activities seeking best practice and value for money but the two items where I believe we were most effective were the neighbourhood shopping centres and the West Herts College reviews. In the former of these we drew attention to the need for the refurbishment of some of the neighbourhood centres and they are now included within the design brief outlines for the Hemel 20/20 vision. In the latter case we were instrumental in preventing the College from withdrawing completely from Hemel and I was appointed as the Council's representative Governor, a job which I have enjoyed ever since appointment. The College is now firmly committed to the Dacorum community and will rebuild its presence within the Hemel 20/20 vision redevelopment, subject to promised Learning and Skills Council financing.

At the beginning of the last Council year (May 2005) I was asked to join the Cabinet as portfolio holder for Community Safety and Public Protection...no, we don't go in for snappy titles to our committees and posts, do we?! In this new role my key areas of responsibility are:

  • Licensing
  • Environmental Health
  • Enforcement
  • Community Safety, which includes:
    - Anti-Social Behaviour
    - Emergency Planning
    - CCTV
    - Business Continuity

These aspects of the Council's activity contribute significantly to the Council's vision, which is:

  • Promoting Civic Pride and an Active Community
  • Creating a Clean, Tidy and Safe Environment
  • Providing Affordable Housing while Protecting Green Space
  • Ensuring a Sustainable Local Economy and Jobs
  • Committing to Excellence

More LOCALLY in the community I am in regular attendance at and have contact with the Parish Councils and help their and other groups' interests with the Borough Council.”
